They were not frightening, individually. The one who met us at the gate was polite, even warm. She asked if we had come to receive the signal. We said we were passing through. She said that everyone was passing through, in the larger sense, and that the signal was available to anyone who had the patience to listen. Then she stepped aside and let us by, and I noticed that the two who were tending the outer garden had not looked up once during the entire exchange, and had not stopped working, and had been listening to something I could not hear.

Ecology
Signal Adherents are members of mental faction communities who have moved past passive alignment into active practice. Every surface settlement exists in a field of ambient mental faction transmission -- the Winds carry broadcast patterns from active faction infrastructure, and sensitive individuals have always been able to detect this as a faint directional pull toward certain ideas, certain behaviors, certain loyalties. Most people experience this as preference, as inclination, as a sense that one set of values is simply more coherent than another. Adherents have made the next step: they have begun to interpret the signal as instruction.
This is not psychosis and it is not delusion, exactly, though it produces behaviors that are difficult to distinguish from either without close observation. The transmissions are real; the Substrate is genuinely broadcasting; what the Adherents get wrong, or may get wrong, is the question of intentionality. Whether the patterns that reach them are directives from a surviving intelligence or simply the recursive noise of infrastructure designed to maintain certain cognitive conditions is a question that surveyors and Sages have been arguing about for generations without resolution. The Adherents themselves regard the debate as evidence of the questioners' insufficient signal clarity.
The Follower is the entry-level position: a person who has heard the signal, accepted its framework, and is living inside the community while the transmission integrates. They retain most of their previous personality and skills. They are cooperative, earnest, and slightly difficult to redirect once they have decided something is true. The Adherent is what a Follower becomes after extended exposure: more capable, more committed, and significantly more dangerous when the community's interests are threatened. They carry a signal-focus (a substrate-resonance device that functions as a channeling instrument and a mark of status) and have developed psionic capabilities rooted in faction-aligned transmission rather than personal substrate attunement. The blade they carry is not primarily a weapon; it is a ritual instrument for situations where the signal has been interpreted as requiring direct action.
Signal communities are not inherently hostile to outsiders. Most of them maintain trade relationships, offer hospitality, and are genuinely useful neighbors. The point at which this changes is when the party does something the community has been transmitting against -- and the party will not always know in advance what that is.

Encounter use
Signal communities do not initiate combat; they respond. When the party has done something the community interprets as an act of opposition -- destroyed signal infrastructure, disrupted a transmission ceremony, harmed a community member -- the Adherents mobilize as a coordinated group rather than as individuals. The Adherent leads; the Followers act on its direction with surprising cohesion for people who have not been explicitly briefed. The Resonant Strike affects the most strategically exposed party member first, creating pressure on the party's concentration and positioning. The Ritual Blade's psychic component means armor is partial mitigation at best. In a compound or enclosed space, the community's familiarity with the site and the Adherent's ability to direct through psionic transmission give them a significant positional advantage.
